The program, which started in September 2011 and ended in September 2013, aims at “Addressing the legacy of conflict in a divided society” and was funded by the European Commission (Instrument for Stability).

The program, which started in September 2011 and ended in September 2013, aims at “Addressing the legacy of conflict in a divided society” and was funded by the European Commission (Instrument for Stability). 

To contribute to this goal the program had the following specific objectives: to increase consideration by policymakers of needs and expectations of victims of the successive conflicts since 1975, in terms of justice and accountability; to further develop the formulation of options for dealing with the past. 

ICTJ contracted Clic-Consultants in order to conduct the evaluation of the ICTJ programme implemented from September 2011 and September 2013. Clic-Consultants evaluated the relevance, effectiveness, impact, efficiency and sustainability of the Lebanon Program and provided recommendations to improve future planning.
